Page 2 The Lone Tme Reporter 11tmaday, Nov. 17, 1988 ByPta Chips From The Wood Pile By LaVerne Barton I I a phone call a little while puts me back into the lesson business again. Her was "I know about the presidential electors, but how are these electors chosen? Who are these people in the tirst place and who di~des who shall be one?" So I thought perhaps a little back- ground on our election process would be in order. The rule book for our national elections is our U.S. Constitution which came out of a now famous meeting in Philadelphia, held in 1787, and which is now known to historians a~ the Constitutional Convention. I have written on this before about all the problems faced by our founding frd ers as they tried to fashion a suitable set of rules for our new country, so I won't dwell on that part very much. Our question here relates to the choosing of our chief executive. namely the president. These early leaders felt the need for an executive (law enforcing) department but there were three rather divergent ideas as to how he (or she) should be chosen. Some the people should choose, while still others thqught that choice should be left to the state legislatures. They soon ruled out letting the legislative branch do the choosing because the lawmak- ers would control both branches and destroy the "check and balances". So they voted to create this "electoral college". They thought that, in so far as possible, the people should have the choice of President, but because the country was so large, the people in the back country wouldn't know enough about the candidates and the issues. So they chose to create this "College of Electors,' to "deliberate freely as free agents to select the best qualified for the job", and with some modification we still use this plan. It is rather ironic that now with modem communication we get a life history of the candidates without even knowing who the electors are and how their names got there in the first place. Frankly, I don't have the answer to the original question. In a few states the electors' names appear on the ballot but not on ours. Each state has a many electors (electoral votes) as it has U.S. Senators and Representatives combined. Five states have the minimum of 3 and California has 47. Iowa is in between with 8. So you see, we really haven't elected Mr. Bush yet. We did choose our electors, as per the law, on last Tuesday after the first Monday in November in years divisible by 4. These electors then meet at the state capital on the second Wednesday in December to count the votes and send them on to Washington. There they will be counted officially in a joint Lmh.'on of Congress on" January If there is no majority count there, then the House of Repre- sentati'~vs must choose a president on a one vote per state basis. simple isn't it? About as simple as the new simplified tax form. "Reports of my funeral are greatly exaggerate" to borrow a quote from Mark Twain. Monday, Nov. 14, I was approached by a local business person asking me if I heard the Lone Tree Reporter was extinct? Jokingly I asked if that referral insinuated I was a dinosaur? It seems he heard on a ten o'clock news station Sunday, Nov. 13, that the Reporter had dosed their doors earlier this year and the Historical Society was microfilm- ing the nearly 100 years of the Lone Tree Reporter because we were extinct. A phone call to a very reliable source in Iowa City (my dad), verified he heard this, also. After calling the HistoricaJ So- ciety, the Iowa Newspaper Asso- ciah.'on, the news station and various other papers and person- nel, I have yet to track down the person (or persons) who authoriz- ed this release. Where is Paul Drake when I need him? So, to disintegrate rumors and the grapevine, I'm happy to report the I~ne Tree Reporter is alive and well. Nov. 4th Phil Prichard from Davenport purchased the Lone Tree Reporter from Migy Gregg of West Liberty. The story line of the cieteaea is true. They have com- microfilming all editions. This process is currently being done as it has for over 500 newspapers in Iowa.
