Motion by Hamey, second by Lehman, to approve the payroll authorizations sub- mired by department heads, as approved by a majority of the Supervisors. Convened Public Hearing on Road Vacation 02-2005 at 9:02 a.m. County Engineer Greg Parker presented the proposal to vacate all of Johnson County's interest in that portion of Emma Street as platted in the Town of CouFalls, Johnson County, Iowa as recorded in Book 1, Page 111 of the Johnson County Recorders Office, lo-cated between the CRANDIC Railroad Right-of-Way and Coufall Street. Parker said that the Brecht's requested the road vacation. A portion of a building is located in the public designated right-of- way. Parker requested from the Brecht's and the County Attorney that the three homes that use the right-of-way as an access, still have an access easement to their property. The Brecht's met with the property owners and the agreement has been reviewed through the County Attor- ney's Office. William Brecht spoke in favor of the road vacation and presented signed ease- ment agreements. R. Sullivan asked about signage for the rail road tracks. A CRANDIC representa- tive explained that signage is their respon- sibility. Public Hearing closed at 9:05 a.m. PROCLAMATION 05-05-05-01 EMERGENCY MEDICAL SERVICES WEEK MAY 15-21, 2005 Whereas, emergency medical services is a vital public service; and Whereas, the members of emergency medical services teams are ready to pro- vide lifesaving care to those in need 24 hours a day, seven days a week; and Whereas, access to quality care dra- matically improves the survival and re- covery rate of those who experience sud- den illness or injury; and Whereas, emergency medical services teams consist of emergency physicians, emergency nurses, emergency medical technicians, paramedics, fire-fighters, edu- cators, administrators, and others, and approximately two-thirds of all emergency medical services providers are volunteers; and Whereas, the members of emergency medical services teams, whether career or volunteer, engage in thousands of hours of specialized training and continuing educa- tion to enhance their life-saving skills; and Whereas, citizens of Johnson County benefit daily from the knowledge and skills of these highly trained individuals; and Whereas, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating Emergency Medical Services Week; and Now, Therefore, we, the Johnson Coun- ty Board of Supervisors, in recognition of this event do hereby proclaim the week of May 15 to 21, 2005 as EMERGENCY MEDICAL SERVICES WEEK And commend each and every person who has participated in providing Emer- gency Medical Care to citizens of Johnson County. We encourage the community to similarly recognize the benefits of Emer- gency Medical Services and to extend their expression of appreciation to those individuals who make the EMS system work. Motion by Harney, second by Sulli- van, to approve Proclamation 05-05-05- 01. Motion by Neuzil, second by Sullivan, to authorize the SEATS Director to redes- ignate the Drug and Alcohol Program Manager, Designated Employer Represen- tative, and Medical Review Officer in the Johnson County SEATS Substance Abuse Policy and Program update. RESOLUTION 05-05-05-B1 FY 05 APPROPRIATION CHANGES TO CENTRAL SERVICES (DEPT. 18), AND PHYSICAL PLANT (DEPT. 17) Whereas, the appropriations for Central Services, Administration Service Area, are not sufficient to meet payments for the employee flexible benefits plan, and Whereas, due to an unexpected in- crease in consultant and postage costs that were not budgeted, the Administration Service Area for the Central Services Department will deplete its funds; and Whereas, the Physical Plant has avail- able funds in its budget; and Whereas, pursuant to section 331.434(6) of the Code of Iowa, a depart- ment appropriation may be decreased without a public hearing if the decrease is not more than the greater of $5,000 or ten percent of the department's total budget; and Therefore, be it resolved that Central Services (Dept. 18), Administration Ser- vice Area, is herewith appropriated an additional $1,200 for a total increase of $1,200 and total appropriation of $481,815 for fiscal year 2004-2005. The appropria- tion for Physical Plant (Dept. 17) is corre- spondingly decreased by $1,200 for a total of $800,633 for fiscal year 2004-2005. The relevant county service area is Administra- tion, which remains unchanged. ' Motion by Lehman, second by Hamey, to approve Resolution 05-05-05-13 I. Motion by Sullivan, second by Leh- man, to approve and authorize the Chair- person to sign the Mental Health Center affiliation. Motion by Neuzil, second by Sullivan, to approve and authorize the Chairperson to sign the Johnson County Community Partnership Contract with Department of Human Services (Johnson County as fiscal agent for a $5,000.00 grant for protecting children). Motion by Neuzil, second by Lehman, to authorize the Assistant County Attorney Andy Chappell, County Auditor Tom Slockett, and Stutsman to begin negotiat- ing a contract with ES&S for voting sys- tem replacement. PROCLAMATION 05-05-05-02 30TH ANNIVERSARY OF THE VIETNAM WAR Whereas, America's Vietnam War was fought in Southeast Asia from August 5, 1964, until May 7, 197, and must include the Advisory Role from July 1, 1958, until August 4, 1964; and Whereas, Iowa has always provided its best and brightest sons and daughters to serve in this country's wars and during peace time in the Army, Marines, Navy, Air Force, Coast Guard, Reserves, and National Guard; and Whereas, Iowa contributed more than 115,000 of its men and women to serve during the Vietnam War and thus had 853 Iowans killed in action, all of the wounded in action, 43 who were held as prisoners of war, 40 who are still unaccounted for; and Whereas, lowans understand that "FREEDOM IS NOT FREE" and that all generations have offered its young to serve "In Harm's Way" thus embracing all of this state's Vietnam Era/Vietnam Veterans and their family members are to be highly commended for their service, sacrifice, and devotion to duty during a most trying time in America's history. Now, Therefore be it Resolved, I, Sally Stutsman, Chairperson of the Johnson County Board of Supervisors do hereby proclaim May 7, 2005 as the 30th Obser- vance of the Ending of the Vietnam War Motion by Harney, second by Sulli- van, to approve Proclamation 05-05-05- 02. PROCLAMATION 05-05-05-03 SENIOR CITIZEN'S MONTH "Older Americans help others to under- stand the past, and they teach timeless les- sons of courage, endurance, and.love. Through their legacy of patriotism, serv- ice, and responsibility, America's seniors also unite families and communities and serve as role models for younger genera- tions." Therefore, as Chairperson of the John- son County Board of Supervisors, I hereby declare the Month of May to be Senior Cit- izens' Month in Johnson County and con- gratulate our seniors on their many contri- butions to the vitality of this county.
