Busard explained the applicant wants to separate the manufactured house from the farm, while maintaining a common access off of 250th Street NW. Enough distance did not separate the shed and outbuilding to create the necessary drive width for a typical flagpole lot. Instead, a common access easement will be granted for the small shared portion, and the rest of the access drive will go around the buildings along the west. Harney asked about the strip of land to the left of the common access. Hart-Frederick Consultant L.L.S. Scott Ritter said right-of- way off of 250th Street NW needed to be dedicated to the County, and the strip allows the future drive to avoid the dedicated right- of-way. Sullivan said if this land changes ownership, a flagpole lot with a shared drive can cause a large problem for any future owners' expecta- tions of a shared drive. He asked if the shed could be moved to accommodate a straight drive. Busard replied the buildings are pretty nice; the shared access is the best option to preserve farmland. Assistant Planning and Zoning Administrator R.J. Moore presented the history of the ordi- nance amendment. Rettig asked if a winery also includes breweries. Moore said no, and this ordinance does not address breweries. Rettig said making wine is considered a commercial purpose, but distilling is light in- dustry. She asked Moore how the permitted use corresponds with the distinction. Moore said treatment is similar to brew pubs; a pub is the permitted use and the brewing is an ac- cessory use. As a winery permitted use in the Commercial District, wine can be sold with a tasting room. Sullivan said he considers a winery to consist of acres of grapevines, like (.edar Ridge Vine- yards Winery & Distillery. Moore said win- eries are a permitted use in the Agricultural District, with a tasting room only. However, a winery can also be a standalone retail out- let, without growing. Sullivan said he favors preserving the limited amount of commercial property for commercial use, not agricultural use. The coaches heard from were women's basket- ball assistant Shannon Gage, re- tired football coach Norm Parker and head wrestling coach Tom Brands and head men's basket- ball coach Fran McCaffery As usual, Norm had some jokes for the crowd. He told one about driving past a farm and seeing a sign that said "Talking dog for sale." He asked the farmer about the dog and he said he's in the back yard. So Norm went to see him. He asked the dog about his history The dog said he was from New Hampton and had played football there and went to Iowa and played linebacker there and played in the pros and then came back to the farm. Norm asked the farmer how much he wanted for the dog. The farmer said $50. Norm asked, "Why only $50 for a dog that's done all of that?" The farmer said "He's a big fat liar. He's never been out of the back yard." He also told about going to a brain store looking for a brain for a player who was a little short between the ears. The Owner said he had a football coaches brain for $5.00, basketball coaches brains for $5.00 and wrestling coaches brains for $500.00.Norm asked why the wrestling coach brain was so high and the owner said it was because it hadn't been used.
