Debt Service/Repayment: County Treasurer Tom Kriz said County gov- ernments are allowed to finance certain ex- penses by borrowing the funds and paying off the resulting loans or bonds through the Debt Service fund tax levy. The expenses would have been included in the FYI4 budget, re- gardless of their financing. The additional tax of $1 million in revenue from TIF districts in FYI4 will reduce the typical residential FY14 property tax bill by $19 per $100,000 assessed value. Aschenbrenner presented th e debt repayment schedule and said all debt incurred in FY14 will be extinguished by the end of Fiscal Year 2016. FY14 Budget Highlights Rettig said on average, natural valuation growth is $1 million to $2 million. Each year, the County's base personnel cost increases just over $I million. For FY14, natural growth is projected to be only $600,000, which creates a $400,000 gap. Funding tbr Mental Health/ Disability Services regionalization is still developing at the state level but the County budget includes a contingency plan to address yet unknown developments. Rettig said in FY14, SF.ATS tax askings are projected at $457,000, of which Iowa City is to pay $100,000 and Coralville is to pay $30,000. Rettig highlighted nine new initiatives for FY14. Budget neutral Board-approved initia- tives include a focus on nutrition programs for senior dining, and Johnson County Poor Farm restoration to enhance the trails network. The total budget for Board-approved initiatives is $128,942. Secondary Roads: Sullivan said 15 years ago, the County inherit- ed abotit 23 miles of road due to the transfer of jurisdiction from the State. The small annual stipend of $255,000 from the State discontin- ues in FY14, and so now the County is fully responsible for upkeep and repairs. The cost to repair three of the transferred roads was over $7 million. Johnson County will address following in FYI4: Mehaffey Bridge Re- placement, Mehaffey Bridge Road, and 520th Street Phase 111 at a cost of approximately $15 million. The countywide levy, without the Joint Emer- gency Communications Center (JECC), is $6.01 per $1,000 of valuation. Services to Rural Residents Sullivan reported the Animal Shelter services budget is $227,694, the library services bud- get is $655,244, and the Secondary Roads transfer increase budget is $271,754 for heavy duty maintenance on existing roads. The total Rural Levy is $3.34 per $1,000 of valuation. Joint Emergency Communications Center (JECC): Harney said the JECC exists per the Code of Iowa and a 28E Agreement with Johnson County and several other governmental enti- ties. The Board does not have fiscal control over the JECC and is mandated to fund JECC operations out of the General Supplemental Fund via Emergency Management. JECC operational expenses are $3,518,779. In ad- dition, the JECC building bond is $4.1 mil- lion and the equipment bond is $11 million. For F¥14, the total cost is $5,119,212 and the total levy is $0.74 per $1,000 of valuation. Of the total countywide levy, Johnson County re- ceives $6.01 per $100,000 in valuation and the JECC receives $0.725.
